BILLY ARBOC is the only son of COBRA COMMANDER. He rebelled against his infamous father before he reached his teens, joining the anti-COBRA underground in one of the many COBRA controlled towns of Springfield. He made a failed assassination attempt against his father, and after capture, was subjected to intense interrogation by the Brainwave Scanner. STORM SHADOW was impressed by his indomitable will and rescued him to be trained in the art of Ninjutsu as his apprentice.
After losing an eye and a leg from a life-altering accident, Billy awoke from a coma and discovered his father had ordered CRIMSON GUARD Fred VIl to build him a cybernetic prosthetic leg. Although he was subjected to more "corrective sessions" to become a loyal COBRA operative, Billy returned to fight alongside his Arashikage family. He now joins STORM SHADOW and SNAKE EYES in investigating all threats to their ninja clan.
