The character's real name is Patrick "Pat" Dugan. He first appeared in "Stars and S.T.R.I.P.E." #0 in 1999. Pat Dugan was created by writer Geoff Johns and artist Lee Moder.

Pat Dugan was originally the adult sidekick to the first Star-Spangled Kid, Sylvester Pemberton. He wore a mechanical suit of powered armor known as S.T.R.I.P.E. (Special Tactics Robotic Integrated Power Enhancer). The suit granted him enhanced strength and durability, and it was equipped with various technological features.

Later in the comics, Pat Dugan's stepdaughter, Courtney Whitmore, took up the mantle of the Star-Spangled Kid and used the Cosmic Converter Belt to fly. She also adopted the name "Stargirl." Pat continued to support her superhero activities as S.T.R.I.P.E. The characters have appeared in various DC Comics series and have been adapted into television shows, including DC Universe's "Stargirl."
